We read in the New Testament, Acts 2:3, "They saw what seemed to be tongues of fire that separated and came to rest on each of them."
The Bible frequently uses fire to symbolize the manifestation of God, as when Moses saw the burning bush (Exodus 3:2-3), so in the New Testament when the flames appeared to each of the Apostles, it was interpreted as the Spirit of God (the Holy Spirit) resting upon them, a kind of "baptism by fire".
The Cross of course symbolizes the death and resurrection of Jesus Christ, so when the cross and flame are combined, it symbolizes the fulfillment of the prophecy found in Matthew 3:11, "I baptize you with water for repentance. But after me will come one who is more powerful than I, whose sandals I am not fit to carry. He will baptize you with the Holy Spirit and with fire."
